　　记录了拉萨一个居民委员会中发生的事。八廓街是环绕拉萨大昭寺的一条街道，人们都认为八廓街是拉萨的中心。八廓南街16号是一个古老的院落，八廓街四个居委会之一的八廓居委会就在这个院子中办公。这个居委会以及在这里工作的人员是本片的主要角色。从治安管理到计划生育妇女儿童问题，从人口管理到商业摊点整治，从解决居民纠纷到文化扫盲，居委会的权利和事务是极其具体而且琐碎的。本片以时间为线索，根据不同的时事背景，通过居委会的工作细节展示出这个最基层的权力机构与居民们的关系。

Entre les décideurs politiques et une partie de la population réticente à se laisser imposer les doxas libérales, les visions du monde tel qu’il doit être mené semblent irréconciliables. Lorsque les premiers ne jurent que par la croissance, répétant le terme comme une formule incantatoire, les seconds espèrent en d'autres solutions et réfutent le productivisme et la consommation à tout prix. 　　伊迪•阿敏•达达（Idi Amin Dada），乌干达20世纪70年代保守争议的统治者。1971年率领部队发动政变，在位期间积极向外扩张，在国内则实行高压统治，排除异己。一系列独裁手段使其在国际上声名狼藉。
